Philippines Loan App Regulation Guide

Check who operates the app, whether the provider has the relevant authority, and which regulator handles your concern.

1. Check Who Is Behind the App

An app or brand name may differ from the legal provider. Find the company named in the app, provider website, and loan documents. Then compare that identity with current SEC records and advisories.

2. Registration Is Not the Same as Lending Authority

Record
What it shows
What it does not show
Primary SEC registration
The company has legal personality.
It does not by itself authorize the company to lend.
Certificate of Authority
SEC authorization for a lending or financing company to operate in that capacity.
It does not prove that every app using a similar name belongs to that company.
App or platform record
The platform is associated with the named provider in the record checked.
It does not guarantee a particular offer or make the app universally safe.

Use the SEC's current lending and financing company pages, lists, and advisories together. A name match alone is not enough.

3. Where to Complain

Save the agreement, receipts, messages, and screenshots. Use the provider's official complaint channel first when the regulator requires it.

5. Frequently Asked Questions

Is an SEC company registration number enough to prove a loan app is authorized?

No. Primary SEC registration gives a company legal personality, but does not by itself authorize lending. SEC guidance says a lending company must also obtain a Certificate of Authority.

Does an app-store listing prove that a lender is authorized?

No. Match the app or platform name to the legal provider, then check current SEC records and advisories for that provider and platform.

Where can I report misuse of contacts or personal data?

The National Privacy Commission accepts formal complaints about personal-data processing. Its current filing page provides the required form and submission steps.

When should I complain to the BSP?

Use the provider's complaint channel first. BSP's Consumer Assistance Mechanism is a second-level route only for complaints involving BSP-supervised institutions.
